Description

This proposal incorporates the following ideas: geographic (e.g., climate-related) risks expand beyond borders and cross multiple jurisdictions; regional geo-databases can be useful tools to provide simple visual data trends over time; geographic risks can be shared and managed by several agencies, decreasing individual investment and improving risk mitigation strategies; these tools could support and improve communication across jurisdictions. 

This proposal builds off of a similar RPS developed as part of NCHRP 20-123(04) and adds emphasis on geographic modeling/visualization tools that demonstrate trend and risk information that can be utilized by multiple agencies to more effectively manage risk.

Objectives

Having a mechanism in place to capture data from events as they occur would help transportation agencies derive the threat frequencies, vulnerabilities, and consequences needed for quantitative risk models which could include economic costs, agency costs and other factors. This project aims to develop a framework/process for recording and analyzing historical data and trends. It proposes specific examples of geographic tools that can be utilized across agencies/jurisdictions to effectively manage risks.
