Business Case and Communications Strategies for State DOT Resilience Efforts
This project explores the critical yet under-researched topics of making a business case for resilience investments and developing effective resilience-oriented communications strategies for state transportation officials. These strategies are essential for garnering public support and advancing state and local funding initiatives. Building on provisions introduced in the 2015 FAST Act and earlier MAP-21 legislation, which emphasized resilience in transportation planning and risk-based asset management, the project focuses on both technical and public-facing approaches. State DOTs, in collaboration with regional and local organizations, are addressing resilience challenges tailored to their unique demographics, infrastructure, and resources. By examining successful resilience efforts and diverse challenges, this research aims to support transportation officials in integrating resilience into system planning and operations effectively.
