This study tests the FHWA Highway Performance Monitoring System (HPMS) to determine if it is unbiased in its representation of the condition of IHS pavement. The researchers' other goals include collecting a statistically significant sample of the entire Interstate Highway System to make their determination and suggesting improvements to the HPMS data and reporting standards.
