This presentation examines how federal legislation such as MAP-21 affects transportation planning and management at the local level. It sent surveys to over 400 MPOs in the US after the first requirement of quantitative metrics in transportation planning. The study provides a more in-depth case study of Baltimore's MPO and how it has responded.
