System PerformanceThis workshop on target setting methods covers effective methods for setting targets for non-SOV and peak hour excessive delay. These traffic congestion measures are defined for each designated urbanized area (UZA) specified by the US Census Bureau. A UZA is an area which contains an NHS road, has a population of over 1 million, and contains an area identified as non-attainment or maintenance for ozone, carbon monoxide, or any other particulate matter. The workshop comprises an overview of methods, examples of effective practice from Memphis MPO and the Metropolitan Washington Council of Governments, and a researcher-led discussion. It explores challenges related to coordinating on the UZA-level, identifying quality data, and considering investment impacts.

SafetyThis is the first episode of the target setting workshop series where presenters share target setting methods for safety performance measures covering fatal and serious crashes on all public roads. There are many challenges in in safety performance measurement. This webinar touches on several of them, including worsening performance, worsening targets, aligning targets across DOT plans, coordinating among state and local agencies, and accounting for non-motorized data in addition to automobile crashes. The methods presented in the webinar include targeted reduction, time-series trends, statistical models, and post-hoc adjustment methods. Speakers from Washington State DOT, South Carolina DOT, and Michigan DOT share their methods, tips, and tricks for setting safety targets and overcoming the challenges faced.
