Using Performance Measures to Strengthen Public Involvement in Identifying Targeted Transportation Investments

This paper describes how performance measures may be used to engage stakeholders and increase their involvement to find solutions for a transportation asset or program. The authors identify the FHWA's PlanWorks decision tool as a relevant method for capturing performance measures to share with the community when setting the project scope, establishing measures, and identifying solutions. Through their case study, the researchers found that performance measures gave the public a way to connect the project with their goals for the community that resulted in financially feasible and locally supported candidate projects for improvement.
