Summary of what has worked in recent years for state DOTs in getting significant funding. What worked to get it? Who was their key audience? What were important elements? Include funding for specific areas of TPM (TAM, environment, safety, etc.). Look at how metropolitan transportation got $68B. User fees?
Link the public value to TPM (this is the project that was funded this year). How you use performance to make the link to public value.
Better understand strategies that have worked and not worked in order to be better able to get the needed funding.
Identify the questions that decision-makers are using to make investment decisions.
Is there a return on investment?
It's important to be able to link the urgency to make the case for funding. Need to focus on this.
